What is assessed

Theory and practical assessment, carried out on the employer's own machine, on their site.

  3. Operate, Move or Manoeuvre the Telescopic Handler
  4. Select, Transfer and Position Loads Using a Telescopic Handler
  5. Load the Container, Vehicle, Vessel or Platform Using a Telescopic Handler
  6. Unload the Container, Vehicle, Vessel or Platform Using a Telescopic Handler
  7. Undertake Post-operational Checks on the Telescopic Handler
  8. Obtain Information on the Collection and/or Delivery of Loads
  9. Keep Work Areas Clean in Construction Operations
  10. Moving and/or Handling Goods in Construction Operations
  11. Sort Goods and Materials for Recycling or Disposal in Construction Operations
  12. Loading/Offloading the Telescopic Handler onto Road Freight Vehicles

The legal position

No UK government body issues a licence to operate a telescopic handler, and no statute requires one.

The duty to train and assess competence sits with the employer, under the Health and Safety at Work etc. Act 1974 section 2(2)(c) and PUWER 1998 regulation 9.

The Approved Code of Practice L117, rider-operated lift trucks, covers telescopic handlers and sets out a three-stage training model: basic training, job-specific training, and familiarisation with the particular machine and site.

Where the telescopic handler is used for lifting, LOLER 1998 applies, requiring thorough examination at 12-monthly intervals, or 6-monthly where the equipment lifts people.

Employer duty

The employer still authorises each operator in writing under PUWER 1998 regulation 9; the certificate, records and site evidence statement are the evidence the employer relies on for that decision, not a substitute for it.
