The law does not ask whether your people are competent. It asks you to show it. Every PHW pack is the written evidence a firm needs: a risk assessment, a safe system of work, an in-house training delivery session your own supervisor can run, a theory test, a practical assessment on your own equipment, a written authorisation naming the person and the task, toolbox talks, and a register that turns a one-off exercise into a system.

Each pack also has a theory test answer key. It is supplied separately to the employer, not published in the pack itself, so the test stays a genuine assessment when your own supervisor marks it.

A video course gives general awareness training. It does not give job-specific training, assessment on your own equipment and your own site, a written authorisation naming the person and the equipment, a risk assessment and safe system of work, or inspection records and a refresher register. A pack gives all of those, for the whole firm, not per head.
Not required to be compliant, but available where a customer, principal contractor or insurer wants third-party evidence.
You assess your own people in-house using the pack, and send PHW the completed records. PHW checks the records and, where they hold up, issues a certificate carrying a QR code that resolves to a live verification page. The certificate states plainly that the assessment was carried out in-house and verified by PHW. It is not a record of PHW having carried out the assessment itself, and records that are too thin are rejected rather than certified.
