PUWER 1998 regulation 9 places the duty to train and assess plant and forklift operator competence on the employer, with the Approved Code of Practice L117 setting out the training model.

The Control of Vibration at Work Regulations 2005 set exposure action and limit values for hand-arm vibration.

The Work at Height Regulations 2005 apply to grain stores, silos and farm building roof work.

The Manual Handling Operations Regulations 1992 cover feed, tools and equipment moved by hand.

Employer duty

The employer still authorises each operator or member of staff in writing; PHW's certificates, records and packs are the evidence the employer relies on for that decision, not a substitute for it.
