The controls that matter are the roll-over protective structure and the seat belt: overturning, and the operator being thrown from the seat, is the dominant fatal mechanism this training addresses.
The Workplace (Health, Safety and Welfare) Regulations 1992 regulation 17 and HSE guidance HSG144 set the wider standard for safe circulation of site vehicles and pedestrians; CDM 2015 applies on construction sites.
The employer still authorises each operator in writing under PUWER 1998 regulation 9; the certificate, unit credit, records and site evidence statement are the evidence the employer relies on for that decision, not a substitute for it.
